Vyka Herlst is the leader of the Arctic Wolves faction of the Skyrim Bandits; she seduced Marlek to get his support to unite the clans (see the quest The Skyrim Bandit Clans).

Vyka wears a mithril cuirass, greaves, and boots, a Shield of Storms, arctic fur gauntlets, and The Dragon's Skin, an enchanted cloak. She wields Winter's Maiden and an arctic bow and steel arrows, and carries some potions, food, and lockpicks.
