While the Iron Hounds are still a problem, he gives you advice:

"Be careful, Outlander. The new marshal needs little reason to put us in chains."

If you speak to him while wearing the Scarlet Judge's regalia:

"Marshal Hlaren seems to arrest every stranger she can find. Will you look into it?"

You can count on me.

"You are a true hero, Scarlet Judge. May the Hist protect you."

After the marshal is taken care of:

"I'm finally at ease now that we're free of the marshal's tyranny."
