Once you begin to dig on the beach where Zaban-ma told you to you will be interrupted by an unwelcome arrival:

Crosstree Bandit (Female): "Walk away. The Crosstree Bandits won't stand for competition."

Crosstree Bandit (Male): "You think you can steal from the Crosstree Bandits?"

Once you deal with them, you can take the Sack of Skooma Vials with you and return to Zaban-ma at his home.

Moon-Sugar Medicament

At the end of the quest, two dead Crosstree Bandits can be found among other Crosstree members on the beach having been slain by Zulana.
