He will be at the shores of Dhalmora, selling his goods:

"The river delivers you to Bal Foyen. Welcome.
Hungry?"
Where did you come from?
"Sister and I came down from Dhalmora, our village just up the path. Misei, my brother Fetches-Glitter, and I run trade in Bal Foyen.
Now, as I was saying. Hungry?"

If By Sea[edit]

After checking the watchtower, he will relocate back to a campfire at the village of Dhalmora:

"You swim now into Bal Foyen. Welcome.
Hungry?"

The following dialogue may be inaccessible, but can easily be attributed to Barnaxi. It can be found in the lang file.

"We're preparing a meal. Restless-Tail and I usually do the cooking. We all eat together here—everyone in Dhalmora, I mean."
The two of you have different names than the others.
"Yes. Our names are Tamrielic, but most of the villagers have Jel names.
That's because we spent so much time among the Dark Elves."
What's "Jel?"
"Jel is the language of the Argonians … um, I mean the Saxhleel. Our people.
Restless-Tail, Fetches-Glitter, and I were raised speaking Tamrielic. We don't know much Jel."
That's another word I don't recognize: "Saxhleel."
"I'm sorry. Saxhleel. That's what we call ourselves. It was the Elves who named us Argonians.
I don't even know what "Argonian" means, honestly."
Why did you spend time among the Elves?
"What? Why, because we were slaves, of course.
Restless-Tail and I worked the fields at a saltrice plantation from the day we were born."
You were enslaved by Dark Elves?
"They've used our people as labor for centuries. We were all freed when the Pact was signed, of course.
Officially, anyway. They say some Elves still trade in our flesh."
